Melbourne Wharf - Sunday is now a Chargeable Day.

DP World have provided the following advice to the Victorian Transport Association

"Gentlemen,
Vessel arrival patterns at West Swanson Terminal are such that a significant volume of waterside activity occurs over the weekend. By contrast, a minimal volume of the road transport activity occurs over the same period. This misalignment of movements results in substantial capacity issues at the terminal. As container volumes continue to increase, we all as an industry need to be able to adjust and respond to accommodate these growth related issues.
Accordingly with effect from 29th, June 2008 road operations will be available at DP World Melbourne all day Sunday commencing 06:30, during which normal receival and delivery of containers will be available. Sunday will also be regarded as a normal day with respect to storage charges."

(Note the "Gentlemen" - Apparently women do not work in the industry!)

BAF INCREASE TO NEW ZEALAND

As a result of the recent increase in the price of bunkers, Shipping Lines will be increasing the BAF Effective from the 15th of August 2007 the Eastbound BAF will be USD365 per TEU.

A‘Peak Season Surcharge’ (PSS) introduced for all inbound shipments to Australia from China, Hong Kong, Taiwan & Korea.

The PSS will be US$250.00/20’ and US$500.00/40’ and shall be implemented until further advised. The PSS will be applied for all shipments loaded on or after 1st August, 2007.

A ‘Peak Season Surcharge’ (PSS) ex SE Asia will be introduced by shipping lines for all inbound shipments from Singapore, Malaysia, Thailand, Indonesia, Vietnam & Indian-Subcontinent (India, Pakistan, Sri Lanka & Bangladesh) to Australia.

The PSS will be US$250.00/20’ and US$500.00/40’, and shall be implemented until further advised. The PSS will be applied for all shipments loaded on or after 15th August, 2007.

BAF INCREASE FROM SOUTH EAST ASIA

Shipping lines are increasing the BAF from South East Asia (Thailand/Vietnam/Singapore/Malaysia & Indonesia) to Australia. Effective June 1, the BAF Will increase to USD385 per 20' & USD770 per 40' FCL.

BAF INCREASE TO NEW ZEALAND

BAF will increase from Australia to New Zealand in April. The new BAF will be USD 285 per TEU and USD 570 per FEU.

GIANT AFRICAN SNAIL AQIS INSPECTIONS

As per AQIS Notice to Industry No. 10/2006-07, containers will be randomly selected for inspection in order for AQIS to develop a risk profile of the countries identified as being a potential risk.

AQIS will not impose a levy for these inspections, however the stevedor will impose a fee to recover reposition costs. The average cost will be 135.00 AUD, which will be to the account of the importer.

RATE RESTORATION EX AUSTRALIA TO NEW ZEALAND

Carriers Ex Australian to New Zealand will introduce an increase in ocean freight rates. The increase will be 150USD per 20' & 250USD per 40' FCL. The increase will be effective from sailings on or after 1st October 2006.

Carriers Ex South East Asia are expected to introduce a Peak Season Surcharge (PSS) on August 21, 2006. The increase will be 150 USD per TEU.

AQIS RANDOM SURVEILLANCE/VERIFICATION INSPECTIONS OF CARGO

AQIS has issued a notice to provide information to Industry regarding activities conducted through the Import Clearnace Effectiveness (ICE) program. Yes, yet another acronym!

ICE activities will be expanded to include RANDOM follow-up inspections at Importers' Premises of containerised cargo which have undergone a Tailgate inspection. Where a container passes a Tailgate Inspection, delivery will be permitted to the Importer's premise where AQIS will undertake a full-unpack inspection. The Broker/Importer will be notified in advance of this additional inspection. Please contact our office for further information.

NEW RULES ON FCL FREE-STORAGE TIME

New rules that increase free-storage time for FCL's that are held at major Container Examiniation Facilities (CEF's) in Australia have come into effect.

The deal between Customs and Stevedores means that from June 1 (Patrick Terminals) & August 1 (P&O Ports), shipping containers returned from CEF's (due to Customs Holds) to these operators with less than 24hours of free storgae time remaining, will be entitled to one additional free-storage day.
